LOS ANGELES: Boomers are driving demand for luxury residential tower living with private beach access.

Plans for the first residential tower in Scarborough offering “direct and private” access to Brighton beach have been revealed.

Developer Property Blue is looking to demolish an ageing 17-unit complex at 291-293 West Coast Highway, known as Sandpiper, to make way for a 17-storey “premium residential apartment development”.

The proposed 76-apartment tower between the Brighton beach dunes and West Coast Highway would offer residents “direct and private beach access and exceptional views”, a development application lodged with Development WA said.

The building would be at the southern end of the Scarborough Redevelopment Area and become a virtual entrance to the area as the first high rise northbound drivers would see when heading towards the precinct.

It follows three recently approved residential towers nearby: Edge Visionary Living’s 17-storey, two-tower development The Dunes, Sentinel Property Group’s 24-storey development 194 WCH and the 29-storey White Sands.

In October, the City of Stirling voted against plans for an 18-storey residential tower and 12-level hotel on Brighton Road between West Coast Highway and Hastings Street because it exceeded the area’s height limits.

The development application prepared by Urbis said the latest beachfront high rise proposal — called Brighton Apartments — would contribute to the “evolution and changing face of Scarborough beach”.

“It is a building that has been strongly influenced by its coastal context, utilising site responsive and inclusive design to deliver a residential offering not yet seen in the area,” the report said.

It is proposed the 3572sqm site would feature one- to four-bedroom apartments, including premium penthouses and “a specialist disability accommodation dwelling”. More than 15 per cent of the units would be affordable dwellings.

Other touted drawcards include a communal library, wine room, swimming pool, outdoor seating areas, pool lounge, fitness centre, sauna and steam rooms.

The development would “pay homage to the local leisurely seaside lifestyle” of Scarborough and offer a “contemporary coastal retreat” for residents, according to the report.

The proposed building has been designed to complement the surrounding coastal environment, including the “natural formations and windswept curves of Brighton beach”, and incorporate “warm dunal colour palette”.

There would be 132 carparking spaces provided, concealed within two basement levels.

The developer is also liaising with the City of Stirling on how it could “contribute towards upgrading and maintaining the adjoining Brighton beach dunes”.

Despite both rising 17 storeys, Brighton Apartments would be lower than The Dunes to its west, according to the report.

“The proposed single-tower design has been informed through rigorous design testing and is ultimately considered to be the optimum outcome in terms of bulk and scale urban form and managing off-site impacts such as over shadowing,” the report said.

Construction could begin by early 2024 if approvals are secured.

The plans are open for public comment on the Development WA website until December 2.
