Guide to 2-room short-lease flexi flat for retirees published
MELBOURNE: A guide for innovative two-room short-lease flexi flats for retirees has been published.
HDB introduced the 2-room Flexi scheme in 2015, replacing its Studio Apartment and 2-room flat schemes. Since then, HDB has offered 2-room Flexi flats in many BTO launches, including the November 2026 launch.
While new “2-room Flexi” flats are also meant to help low-income families and singles own a home, one of the main drivers of this scheme was to allow retirees in Singapore to better monetise their existing homes for retirement, especially since they do not need to take up the full 99-year lease.
In this article, a retiree is someone who is 55 years of age or older at the time of their HDB Flat Eligibility (HFE) letter application.
If you or your parents are considering this scheme for retirement planning or rightsizing to a smaller unit, here are some things you should know about the 2-room Flexi flats before deciding whether the scheme meets your requirements.
The basic idea behind this “2-room Flexi” scheme is simple. Retirees who currently have an existing flat that is bigger than what they really need (e.g. their children have moved out of a larger private or HDB flat that they currently own) can unlock the value of their bigger-sized flat by selling it in the open market and purchasing a new and cheaper 2-room Flexi flat directly from HDB.
The secondary idea behind the scheme is to give retirees an option for shorter leases of between 15 and 45 years in 5-year increments. This reduces the overall outlay on housing and allows retirees to retain more money for their retirement, rather than be asset-rich but cash-poor.
Households can generally receive up to two housing subsidies. Buying a subsidised flat from HDB, buying a new EC from a developer or taking a CPF housing grant for a resale flat can count as a housing subsidy.
Eligible seniors can still apply for a short-lease 2-room Flexi flat after using both housing subsidies. Where a resale levy is payable, HDB takes the lower of the applicable levy and $30,000, then prorates it according to the lease chosen.
Eligible singles can also buy a 2-room Flexi flat on a 99-year lease, subject to the applicable income ceiling and housing subsidy rules.
To be eligible for the short-lease option, both you and your spouse must be at least 55 years old when you apply for your HFE letter. In addition, applicants must choose a lease period long enough to cover both of them until age 95.
For example, a couple that is both 60 years old will need to opt for a lease period of at least 35 years. The lease increments are in 5-year periods.
HDB 2-room Flexi flats come in two sizes. Type 1 is about 40 sq m and Type 2 is about 48 sq m. Check the project brochure for the actual floor area.
For comparison purposes, a 48 sqm 2-room Flexi flat (Type 2) is about half the size of a typical 4-room flat. It comes with a kitchen, a toilet, a living/dining area, a bedroom and a household shelter.
Size-wise, it is probably just right for an elderly couple who are living by themselves, although the Saturday afternoon mahjong game may need to be moved elsewhere.
For short-lease 2-room Flexi flats, the selling price will be discounted based on the price at which HDB sells the standard 99-year lease 2-room flats. It goes without saying that the shorter the lease, the cheaper the flat will be. However, do note that the price reduction is not directly proportionate to the reduction in the lease.
In the November 2026 BTO launch, HDB listed 99-year 2-room Flexi flats at Sembawang Anchor from $156,000 before grants. Check the HDB Flat Portal for prices for your chosen unit and lease.
Buyers can opt for fittings under the Optional Component Scheme (OCS). Packages vary by project. For example, HDB’s Sembawang Beacon brochure listed these options:
Package 1: Living and dining area and bedroom flooring, plus a sliding partition
Package 2: Sanitary fittings
Wash basin with tap mixer
Shower set with bath/shower mixer
Package 3: Move-In Condition
Lighting (whole unit)
Window grilles (whole unit)
Built-in kitchen cabinets with induction hob and cooker hood, kitchen sink, tap and dish drying rack
Built-in wardrobe
Water heater
Mirror and toilet roll holder in bathroom
Do note that you may only opt-in for the OCS items during your flat booking appointment and the cost of the optional components will be added to the flat price.
Unlike regular homes, applicants cannot take out any form of housing loan for short-lease 2-room Flexi flats. You must pay in full by cash, CPF, or a combination of both. In other words, you need to make sure you have enough money for the full price of the home.
If you are using CPF savings, you must first set aside your Basic Retirement Sum in your CPF accounts. You can then use any excess Ordinary Account savings towards the purchase.
For HFE letter applications submitted from 24 August 2026, the gross monthly household income ceiling is $16,000 for short-lease 2-room Flexi flats. For eligible singles applying for a 99-year 2-room Flexi flat, the ceiling is $8,000.
Short-lease 2-room Flexi flats cannot be sold on the open market. Owners who no longer need the flat can return it to HDB for a refund based on the value of its remaining lease.
Lastly, note that these short-lease 2-room Flexi flats cannot be rented out either as a bedroom or a whole unit.
Eligible seniors applying for a 2-room Flexi flat within 4 km of their existing owner-occupied HDB flat or private home can apply under the Senior Priority Scheme (SPS).
Seniors applying to live with or near their children can check HDB’s Family Care Scheme (Proximity), which covers both married and single children.
HDB sets aside at least 40% of the 2-room Flexi supply for seniors. Within that allocation, half in Standard and Plus projects and a quarter in Prime projects are set aside for eligible seniors under the SPS or Family Care Scheme (Proximity).
